Board Meeting
December 13, 2001

Business:
Board Members

New board members were not notified of this meeting.  As a result, a complete organization of members could not be established.

Jeff Sfakianos noted the immediate need for a financial officer.

A motion was made to require board members to notify the President if they cannot attend board meetings, and to dismiss board members who miss more than three meetings in one year.  The motion was seconded and accepted.

Lawn Care

Jeff and Bart met with Curb Appeal, and a new contract was signed.  The new contract is effective from Dec. 2001 to Dec. 2002 and specifies items to be accomplished during each season.  Curb Appeal will come every week at a cost of $750 per month.  After checking with other services, this was determined to be the best price in this area.

Past Due Fees

Out of 84 units, we currently have 11 units with past due accounts.  Any unit three months in arrears is turned over to our attorney, Howard Donovan.  Howard Donovan notifies the mortgage company prior to foreclosure.

According to Article 7.1 of Altamont’s bylaws, owners are required to notify Metcalf of current mortgage holders.  A motion was made, seconded, and accepted to send out a letter to all owners requiring owners to return mortgage information to Metcalf within 30 days of receipt, subject to fine.

Fines

According to the bylaws, the current fine for association infractions is $25 with a daily increase.  A motion was made to collect fines ahead of association fees.  Metcalf agreed to check with their accounting staff, and update the board at the next meeting as to the feasibility of this action.

Trees

Patio trees should extend no further than 18 inches above patio walls.  Metcalf will send out a letter notifying residents to trim trees by Jan. 30, 2001.  A tree trimmer will be lined up to trim noncompliant trees by Jan. 31, 2002.

Water Damage

An engineer’s assessment on the need to remove trees was agreed to, but put on hold until the money is available to complete the required removal and cementing over of the earth supporting the trees.

Arrangements have been made to add a sump pump and Dry Lock to Unit A-2 at a price exceeding $3000.

Doors

Doors will be repaired and painted tan using a semi-gloss paint.  Contract will be worked out with Derek Lemke of Southern Custom Remodeling.

Prices quoted per door:

·   $35 for those doors requiring only scuffing and painting;

·   $50 for those requiring patching small holes, sanding, and painting;

·   an additional $15 plus approx. $10 for material for those doors damaged enough to require a galvanized kick plate.

Work to begin as soon as possible.

Budget to Expenditure Adjustment

Metcalf has agreed to provide a budget to expenditure adjustment in January 2002.

Website

Jeff Sfakianos to receive $12 per hour for work performed on website.

Loan

Bob Lacey suggested a loan be secured for needed improvements at Altamont.  Derek Lemke will provide an improvements wish list, including related costs, at the next board meeting.  Loan would be repaid with an assessment stretched over a five-year
